Summary The regional TB Program was updated and improved by applying the WHO international recommendations during the first phase (years 1998-2001). In the second phase (years 2002-2004) of the project the reforms implemented during the first phase were continued and strengthened. Furthermore, the project was expanded to cover the penitentiary tuberculosis services. The capacity of the program to better address the problems caused by MDR epidemic was improved by strengthening the infection control measures and performing two year-long drug resistance surveillance together with the Mycobacterial Reference Laboratory of the Finnish National Public Health Institute. During the third and last phase of the project (years 2005–2007) focus will be on continuing and further strengthening the achievements of the earlier phases of the project. Attention will be paid on improving the programmes ability to intervene with the poor adherence to treatment and late care seeking related to the growing number of socially marginalized population groups. Furthermore, the project aims at improving the TB programs capacity to deal successfully with the effects of the MDR and HIV epidemics on TB control.
