EXPERT GROUP ON Social inclusion,
healthy life styles and work ability
Background, composition, objectives, activities, documents and members
Background
Within the Northern Dimension area certain social and economic problems continue to result in high mortality rates, violence, alcohol and drug abuse, and the spreading of infectious diseases. Greater accessibility to healthy physical and social environments – including through the health and social care systems – is needed to help people develop and strengthen basic skills with which they can lead healthier lifestyles. This requires that an integrated approach to public health challenges be taken by the health-, social-, education-, and other relevant sectors.

Recognizing this need, the NDPHS Committee of Senior Representatives established the Expert Group on Social Inclusion, Healthy Lifestyles and Work Ability (SIHLWA EG) in April 2005. The Expert Group operates according to its Terms of Reference.

Composition
The SIHLWA EG is comprised of high-level experts representing the Partners. These experts are from national ministries and agencies of the Partner Countries, as well as from the social-administration sector, the research community, NGOs and other relevant bodies. The Expert Group’s work is guided by a Lead Partner who also provides some financial support to initiate selected activities. Currently, Finland serves in this Lead Partner capacity.
Under the SIHLWA EG umbrella there are three Sub-groups, which each focus on a set of specific issue-areas within the EG’s field. The SIHLWA Sub-groups include the following:
- Sub-group on Alcohol;
- Sub-group on Adolescent Health and Socially-Rewarding Lifestyles;
- Sub-group on Occupational Safety and Health.
All eligible stakeholders are welcome to provide input to the SIHLWA Sub-groups’ current and future activities.
Role and Objectives
The central role of the SIHLWA EG is to assist in coordinating and further developing the Partnership’s cooperation in the fields of alcohol and binge-drinking, youth lifestyles, as well as occupational safety and health.
Within these focal areas, the SIHLWA EG has the objectives of:
- Initiating and furthering of SIHLWA-relevant programmes carried out at the national, regional and local levels;
- Carrying out situational analyses and evaluating what its already in place as well as strengths, weaknesses, and current gaps;
- Strengthen international, bilateral and multilateral cooperation;
- Facilitating networking and partnership-building among key stakeholders.
Activities
The Expert Group's activities are aligned with the actions envisaged in the NDPHS Work Plan for 2010. Presently, the Group's activities include:
- Finalizing the SIHLWA stakeholder analysis and prepare an analysis of the state of occupational safety and health in the Northern Dimension area;
- Preparing “Alcohol and Drug Prevention among Youth in St. Petersburg” and “Children at Risk” in St. Petersburg, a joint Baltic Sea Network/BSN OSH project on systematic approach to work related diseases, and a project on “disseminating brief intervention to tackle alcohol dependency by health services” in selected NDPHS member countries;
- Strengthening ties with the NDPHS Partners as well as all relevant stakeholders (WHO, ILO, etc.);
- Contributing to implementing the NDPHS Project Database and Pipeline.
In addition to the Expert Group’s overarching activities, each Sub-group has its own set of specified tasks. These tasks include the following:
Sub-group on Alcohol
- Developing, facilitating and assisting in implementing policies, programmes and activities to promote health, safety and well-being through reduced consumption of alcohol in general and harmful alcohol use in particular;
- Exploring ways to prevent the further weakening of alcohol policies leading into increased consumption;
- Developing a strong focus on holistic and comprehensive approaches to alcohol issues in national alcohol policy strategies;
- Supporting the implementation of the alcohol policy framework for the WHO European Region.
Sub-group on Adolescents and Socially-Rewarding Lifestyles
- Supporting the implementation of policies, programmes and activities to promote health, safety and well-being of adolescents;
- Focusing on tobacco, alcohol and drug free lifestyles, healthy nutrition and prevention of obesity, increasing physical activity, preventing accidents and violence, and promoting good mental health;
- Implementing holistic and participatory ways of intervention as well as multidisciplinary approaches;
- Supporting the implementation of the WHO European Strategy for Child and Adolescent Health and Development (2005)
Sub-group on Occupational Safety and Health
- Supporting the implementation of policies, programmes and activities to promote health, safety and well-being in workplaces and among individuals;
- Acting as a bridge to the Baltic Sea OSH Network (BSN), which is an expert information network;
- Strengthening peer-to-peer networking and collaboration of expert institutions and respective bodies in OSH, between and within countries in the Baltic Sea region;
- Collaborating with the International Labour Organisation Northwest Russia OSH project;
- Using the Barents Newsletter on Occupational Health and Safety as a means of communication.

Progress Reports
Each year the SIHLWA EG prepares a progress report on its activities. These reports follow the Reporting elements for the NDPHS Expert Groups progress report and are submitted to each autumn CSR meeting. The progress reports take stock of achievements made, describe enabling factors, strengths, obstacles and constraints regarding the Group’s work, and also present various recommendations to the CSR and/or PAC.
The SIHLWA EG Progress Report for 2009 has been annexed to the NDPHS Progress Report for 2009.

In 2008 the SIHLWA EG developed two fact sheets, one of them presenting basic information about the the Expert Group's mission, action areas and activities (fact sheet 10/2008) and the other one presenting key findings of the Expert Group's thematic report (fact sheet 11/2008).
