Objectives 1) To take an individual approach on actions taken in order to help children at risk;
2) To assist child care authorities to gain experience and new working methods as a tool for working with children in family-based care
Specific objectives/indicators 1. To implement the knowledge of methods for working with family based care gained in the SOS-barnebyer projects in Murmansk Oblast to other oblasts in Northwest Russia;
2. To establish the Barents Region Public Competence Centre on Family Based Care providing knowledge and experience, consultations, follow-up of the existing and prospective activities for child care in Northwest Russia (Murmansk, Arkhangelsk, Vologda regions, Karelia and Saint Petersburg);
3. To increase the level of knowledge in the SOS-barnebyer projects in Murmansk and share the experience with others;
4. Based on the recommendations from the Nordic Council of Ministers in cooperation with regional authorities, to start to transfer this knowledge to projects for disabled children and youth, and children and youth with drug problems. 1) to create a professional network in Russia and abroad which can secure transfer / exchange of knowledge, 2) to organize a database in order to register relevant projects that should be available for the network and others 3) to improve the level of administrative and professional cooperation between the different Russian committees (regional and municipal) and NGOs.
