Summary The project (funded by Finland) on OSH in the North-West Federal District of RF is implemented by the ILO Moscow. The Project is aimed at creation of safe working conditions, which is one of the important components of process of poverty reduction, employment generation and economical development of the region.
The project is executed under the umbrella of the Northern Dimension Partnership on Health and Social Well-being (NDPHS) and its expert group SIHLWA (Expert Group on Social Inclusion, Healthy Lifestyles & Work Ability). The OSH project is a crucial cluster of the ILO programme “Poverty Reduction, Employment Generation and Local Economic Development in the North West Federal District of the Russian Federation”. It is foreseen that it forms and element of a future regional Decent Work programme between the ILO and the Russian Federation.
Background The Project has been dealing with OSH issues, which has become very important for the Russian Federation and the NW Russia federal district. The Government of the Russian Federation puts the demographic crisis on the top positions of the national agenda. One of the main reasons for early mortality and low work ability are the poor working conditions.
Objectives • Identification and determination of the scope of the OSH problem in NW Russia;
• Promotion of practical and informed social partnership in OSH at enterprise level;
• Calculation and awareness raising of the economic costs of poor working conditions;
• Development of OSH management systems at enterprises in accordance to the ILO OSH management system (ILO-OSH 2001);
• Dissemination of OSH information across the language barrier;
• International OSH Cooperation in NW Region and Baltic countries.
Specific objectives/indicators The results of the project can be measured with the following indicators:
- the local administration re-establishes institutional capacity in occupational safety and health (earlier reform has led to determination of OSH departments, safety specialists, etc in local administration and at enterprises) (at least four regions)
- increased capacity of local administration to prepare systematic strategy for the improvement of working conditions (at least four regions)
- several regional/local OSH profiles are produced (at least 2 regions)
- regional OSH programmes prepared (at least 2 regions)
- OSH training is included and increased in vocational training for unemployed
- enterprises are taking OSH management systems into use (approx 100 enterprises)
- promotion of a safety culture is increased (hundreds of media articles in connection with World Safety and Health Day)
- ILO systematic approach and instruments are included in Federal and local legislation, regulations and OSH Programmes
- Official analytic information of the Ministry of Health and Social Development of RF on social key indicators in social-labour sphere is improved
- Increased and better quality OSH information on Russian official OSH Internet Resources (over 1000 more entries)
Results The following main achievements and outcomes of the Project can be mentioned:
- Good work contacts and close cooperation have been established in several regions of Russian Federation as well as on Federal level. All social partners and Project partners support the work of the project. This fact gives a good base for success and fast development of work in North-West Russia;
- The new Interstate GOST Standard on OSH Management System for the CIS countries, which is identical with the ILO OSH 2001 has been issued;
- Practical work for implementation of modern OSH Management systems based on ILO OSH 2001 has been started in Karelia and Leningrad region;
- Building of capacity for improving of OSH management system has been started in several regions (training of trainers, training of Labour Inspectors of Federal Service, consultations with OSH authorities, employers, promotion campaigns, practical work in selected enterprises); - A new methodology adopted for Russia (calculation of costs of accidents, estimation of an official accident statistic) and based on the ILO and EU Approach has been done and implemented in different regions of North-West Russia;
- Books, publications, promotion brochures with the practical results of the Project activities have been prepared and printed as well as CD ROMs and WEB sites
