Target audience 1) Health care workers of the region, working with the problem of TB and HIV. 2) Workers in the NGOs working with drug addicts, alcoholics and homeless people. 3) TB patients in the region. 4) People living with HIV/AIDS in the region. 5) People at an increased risk of TB and/or HIV in the region (IDUs, prisoners, alcoholics, homeless). 6) General public in the region.
Summary The project includes six components: 0. Effective planning, management, monitoring and communication of the project. 1. Functioning TB/HIV coordination. 2. Increased understanding of HCWs on combined TB/HIV approach through systematic training. 3. Improved understanding about the combined TB/HIV problem among patients and other citizens. 4. Improved service provision system on TB/HIV. 5. Improved coverage of services for various vulnerable groups to prevent the spread of TB and HIV.
Background Murmansk region, Russian Federation, has had long cooperation in the field of health care with Finland: ten years tuberculosis cooperation with FILHA and four years cooperation in the field of HIV/AIDS with STAKES as the implementing parties from the Finnish side. Both cooperations have been proceeding very well. Despite of these successes there are still major problems connected with prevention and treatment of both of the diseases. Tuberculosis is still a major health problem in Murmansk Region. The major challenges are the high rate of MDR TB, high rate of treatment interruptions, problems in outreach of socially marginalised population groups and the increasing number of TB/HIV co-infections. HIV-infection has been registered in Murmansk since 1990.The main route of spread is the parenteral transmission among IDUs. The trend of HIV infected is increasing in Murmansk Region and especially among the penitentiary population. In Murmansk were both MDR TB and HIV are posing a threat, an effective TB control program has to include a comprehensive collaboration with the HIV/AIDS program and vice versa.
Objectives • TB and HIV situation under control; • Decreasing burden of TB in PLWHAs; • Improved prevention and care of tuberculosis among HIV infected in Murmansk Region; • Decreasing burden of HIV in TB patients; • Improved prevention and care of HIV among TB patients in Murmansk Region.
