Summary Effectiveness of Early Identification and Brief Intervention 'EIBI' is an evidence based and scientifically documented through WHO collaborative project in PHC setting. The project is part of the NDPHS (The Northern Dimension Partnership in Public Health and Social Well-being) and it will be implemented in close companionship with the Partnership's 'SIHLWA' Expert group. The main purpose of this feasibility project is to prepare a well thought through project plan for a 3-year pilot with defined activities and budget for EIBI piloting in the Leningrad region, with a long term aim to disseminate the methodology in North-West Russia and elsewhere in collaboration with MoHSD/RF.
