Summary This is the final report of the ADPY project - a joint initiative among municipalities in the Baltic Sea Region to cooperate in the process of forming a foundation for the prevention of alcohol and drug use among young people. The aim of the project is to strengthen local communities in their ability to develop and implement effective and sustainable preventive work. The overall long-term aim is to reduce risky and harmful alcohol, tobacco and illicit drug consumption among young people (with a special focus on 13-17-year olds). The report presents the results of this work, including generalised recommendations.
